On June 5th, 2020, President Trump signed the Paycheck Protection Program (PPP) Flexibility Act, tripling the time allotted for small businesses and other PPP loan recipients to spend the funds and still qualify for forgiveness of the loans. Among the key provisions is a change in the threshold for the amount of PPP funds required to be spent on payroll costs to qualify for forgiveness to 60% of the loan amount.

The House on May 28 overwhelmingly approved the bipartisan Paycheck Protection Program (PPP) Flexibility Bill. However its fate remains uncertain in the Senate.  Below is the summary of the Paycheck Protection Program Flexibility Act of 2020 as currently drafted and approved by the House.

The house is expected to vote on a stand-alone, bipartisan paycheck protection program bill. The measure, HR 6886, would make a number of changes to the Coronavirus Aid, Relief, and Economic Security (CARES) Act’s (P.L. 116-136) small business loan program.
